Relations Soudan - Canada

 

1961 – 1983:
The diplomatic relations ties between Sudan and Canada has been established in May, 1961 when the Sudanese Ambassador Residence at Washington D.C. was accredited to Ottawa and the Canadian Ambassador Residence in Cairo was accredited to Khartoum(______).
In December 27th, 1978 Sudan opened its first Embassy in Ottawa while the Canadian Ambassador David McDonald who was “Former Minister of Transportation and Member of Parliament for the Conservative” residence in Addis Abbaba was accredited to Khartoum.
But the Sudanese Embassy in Ottawa was closed after four years among other 20 Embassies according to Presidential Resolution to decrease the governmental, expenditures.
The visit of the Sudanese Presidential Envoy to Ottawa in February 19th, 1979 was a mark stone in the bilateral relation during the first decade. He met with Prime Minister and other federal and provincial officials.
As a result of this visit the two side agreed upon:
1- establishment of a Canadian Businessmen Union in Sudan.
2- Discussion of giving a loan to Sudan.
3- Open the avenues for cooperation between Alberta University and Khartoum University.
CIDA was very active in Sudan between 1979 – 1980 in the fields of Mechanized Agriculture, forestry, roads, and it submited Sudan with a donation of a 2 million Dollar in 1979.

1983 – 1996:
But due to the closure of the Sudanese Embassy in Ottawa in June 3rd, 1983, the developmental aid submitted by CIDA have been decreased from 12,91 million Dollar in 1983 -198 to 10,66 million Dollar in 1984 – 1985. Sudan has re-opened the Embassy in 1985, a step which has been welcomed by the government of Canada.
Subsequently the Canadian aid to Sudan has reached 50.01 million Dollar in 1985-1986. And CIDA became involved in many development projects in Sudan. The most generous Canadian aid to Sudan was 38 million Dollar submitted in 1986-1987.
After the National Salvation Revolution government took the power in Sudan, its sends a special delegation headed by General Dominick Kuiano member of the Revolution Council. The delegation met with the Minister of Foreign Affairs and International Development. And the visit was very successful but when the first gulf war broke out, the relations between Sudan and all western countries detriorated and in 1993, USA declared Sudan as one of the Terrorism Hosting Countries. Then Canada began to stop its government aid program to Sudan but continue in the field of humanitarian aid. In 1996 Canada joins the other countries who implies the Security Council Resolution of reducing the number of Sudanese diplomat, hence the Sudanese Embassy in Ottawa had only two diplomats; Chargé d’Affaires and Second Secretary.
1996 – 2004:
The real break – through in the Canadian Sudanese relation was the investment of the Canadian Talisman Energy Inc. in Sudan. Talisman bought the shares of Petroleum of Arakis Co. in August 17th , 1998. So it become a part of the Consortium shared by Sudan government, China and Malaysia . After the engagement of Talisman in Sudan Petroleum Sector a deep concern about the situation in Sudan rose up in Canada. In September 1998, the Canadian Centure for Development of Foreign Relations convened a round – table conference on this issue, and the conference affirmed the policy of “Constructive Engagement” in Sudan. But under the pressure of the U.S. Policy to prevent Talisman to enter the American Stock Market, the company was reluctantly sold its share to an Indian Company ( ). After long consultation between the two countries, the diplomatic relations were up graded.
In 2004 Sudan upgrades its diplomatic representation in Ottawa to the level of Ambassador and Ambassador Dr. Faiza Hassan Taha took her job in November 2004, and the Canadian government upgrade its representation in Khartoum to Chargé d’Affaires in April 2005 during the visit of the previous Prime Minister Paul Martin to Khartoum in December 2004.

4- Talisman Energy Inc. shared 25% of the Sudanese Petroleum Consortium between 1997 – 1999.
5- Sesame Agriculture Project, 28 million which finished in 1992.
6- Darfur Water Project, 9,1 million in 1986.
7- A forestation Project in Kordafan States, 2,206 million in 1986.
8- Vaccination against infectious deceases.
